Look at that picture up there. There aren't 200 people in that square, and a sizable number of them are US troops.
#1. I don't believe it was advertised to the City of Baghdad that there would be a gathering to take down the statue.

#2 Many Baghdad citizens were still afraid that Saddam or his regime were not completely gone. Many were still afraid to come into the streets.

#3. Only after the Iraqis attempts to destroy the statue were not working, did the military help them out with heavy equipment.
