Installing NetBEUI is for when you are sharing one of the computer's internet connection.. so that does not apply here becuase they are both connected to the high-speed modem through the router... all that needs to be installed in TCP/IP.. which it already is..

First, Make sure the win98 is sharing something (a folder or directrory).

You may want to try changing both to "client for Microsoft Networks" as the primary logon. It will ask you to restart the computer, and then prompt you for a password after it reboots, but just press "ok" ... you don't need to enter a password.
