If I'm not mistaken, the P-51 Mustangs were being built as early as 1941.
If there was to be a war against Russia, I imagine the U.S. could raise plenty of troops. But it doesn't make any sense for Russia to attack the U.S., especially not with an elaborate plan to use OBL to attack the U.S..
