Hi, Whats up with my cable modem?

I get nice transfer rates in Napster, ICQ and UT...but in IE and downloads my rates never go over 5kb/s! Also Bandwidth tests report back with roughly 5kb/s!

Any one got any suggestions or know why Im getting this trouble?

BTW im with Blueyonder.
