I can finally report that a serial mouse as well as a usb mouse have the same problems. I stayed offline with the ps/2 mouse for a few days and didn't have any local problems. It seems that internet explorer drains my system drastically and restarting is the only way to get back the resources.

So now that we know it's not the ps/2 port, what else can I look for?
