Yes, first have your lines checked, and then consider a new provider.

I started out with Verizon (Bell Atlantic) and I could barely get 400Kb download and 33Kb upload (supposed to be 640/90). I switched to Earthlink and now I average around 1.2 Mb download and 320 Kb upload.
