Not loud and cheap are 2 contradicting terms
Generally, the more silent the fan runs, the more expensive it gets.
I personally like Antec. They're cheap and proven performers. However, some say they are a bit too loud. My PC is an exception. It's runs silent (even though I have a total of 8 fans in my rig) since I have it tucked in my closet. The clothes and closet door muffle / block the noise.
Thermaltake is also a nice brand. I plan to buy their HSF when my room gets hot in the summer.
