Because Cookie Crusher works in other applications besides IE that puts cookies on your machine. For instance did you know that the latest version of Media Player also uses cookies that are prevented by Cookie Crusher. Also you are only prompted once per site. If you then say "never" it automatically rejects any subsequent cookies from that site.
