it will take longer to burn at lower speeds. If you burn at higher speeds you will have problems, especially if it's a generic brand. If the media is rated for 32x, try burning at 24x or even 16x. As Dr. Gonzo suggested, try a different brand.
My experience: I bought a pack of 100 700MB CD-Rs from Office Depot. They were rated for 32x but if I burned at 32x, it would spit out the disc and indicate an error. I tried burning at 24x and problem solved.
