Have you talked with the motel. My guess is that they are using number blocking. Anytime a call is placed outside the PBX number range it is tying up a trunk line. Smaller motels have physical links for their trunks and usually not very many, and don't want them tied up for extended periods by someone with a computer, because that would block guest from placing calls.
Note: PBX shouldn't have any affect on your modem, voltages are regulated just like phone co's.
