Simplify the situation:
Remove all cards save the video
remove IDE drive cables from the mobo and the floppy cable as well
just try to boot with keyboard and mouse only, no other connections.
If it boots, then add things one or two at a time, and boot up, and if it's a peripheral that's doing it, you'll find out. If it's the mobo, then you have nothing else to rule out, it will act just the same.
Have you tried resetting the BIOS ?
