Panaflo fans are very high quality and will last for years. If you want the quiet Panaflo's, get the model with "L1A" in the model number. The H1A's are the high speed models that run a little noisier.
As far as "better" brand of quiet fan goes, the only one I know of that's considered "better" than the Panaflo L1A's are the Pabst fans (they make a 80mm fan model that runs at 12db), but they're not easy to find.
The Vantec Stealth and Zalman ZM-F1 fans are good quiet running alternatives.
