I'm not sure you have a problem there. You say monitor doesn't come on until 30 sec. into boot. I take it that it does come on? During a boot the screen will go blank (read black) for a period of time, then the BIOS info and memory will start to be displayed, go blank again and then start displaying Windows screen. So lets start from here, keep one thread going and determine that it does or does not boot up to Windows.
If it isn't booting up, remove the connector ends from the CD-ROM and CDR, not from the motherboard, only the new PC HD will be connected. The reason we are doing this is if putting things back you put two masters on same IDE, then sys. may have problem booting. We'll get this thing booting, then get the rest of your drives in there including your old HD.
