Power down and unplug-Try clearing CMOS and taking the CMOS battery out too, and then put it back, and reattach the ATX header to the motherboard. Set optimized defaults in the bios, and try using loose timings to see if that makes a difference. Also monitor you +12v, 3.3v, and +5v rails, they should all be in spec.
