If you want budget boards that aren't gonna give you DOA and warranty hassles, stick with top tier manufacturers. An AMD board to look at, as long as 400 FSB is not a requirement, is the Asus A7V8X-MX SE (micro ATX, onboard video, AGP slot) or the A7V8X-X (full size, no onboard video). If you need 400 FSB support, look at the Asus A7N8X-X or A7V600 (full size, no onboard video). On the Intel side of the house, if you don't need 800 FSB support, the Asus P4BGV-MX (onboard video, no AGP slot), P4PE-X (full size, no onboard video) are good choices, if you need 800 FSB, the P4G800-V is a good all purpose choice but not exactly "budget".

Sure, there are many other brands out there but we have had the most consistent luck with Asus and Intel over the years.
