If you haven't already, I would uninstall the ICS from any and all machines if you are using an external router. Does each machine have it's own nic connected to the DSL router? If so, after uninstalling ICS, remove each nic in the Device Manager reboot and reinstall the nic drivers. Just some ideas, hope they help.
