Well that gives you a case temp. What motherboard do you have? Most modern motherboards have built in sensors that read the temp. You just need a program to like Motherboard Monitor to check them while still in windows. In any case I think you are fine. Most CPUs run about 10 degrees hotter then the case. So even then it would put your processor at 45 c idel. That's just fine.

As FLG said, you are at about 35 c. Computers are designed for that. Most techs go by Celsius. Perhaps that's what your brother thought you where reading it in. If not, he's pretty off about what happens inside a computer.
