What instructs IE to open when you click on a link from another source such as OE or MS Word?

Mine will not open an IE window when I do so. The only way it will is if there already is an IE window open in which case it will then open a second IE window and go to the instructed link.

Running IE 6 and W2K with all updates and checks done with hijack and cwshredder.
