Yep think without any modifications it will only work with Tt fans, i have the same thing, ill do a little cutting and see if it works with other fans.
But a fan controller with no monitorig software isnt dangerous. For a case fan(s) you really need not worry. But for fans on a processor you would need to monitor temps to see the lowest speed you can set it at before your temps start to go too high, then make sure no one turns it down that far, and your computer has some kind of software or something in the bios that if it goes to high it will turn itself off, just incase.
As for you psu, you really dont know how hot it is or how hot it can get. So if the fans are lowerd too mutch and it dosent have any kind of software or thermal shutdown protection...you can run into problems.
Edit: After a bit of cutting i hooked it up to a fan, and a 13.8v psu that i use to run my radios, lowerd the voltage to 12v. Hooked it up by cutting the connector off and one wire to the positive, the other to the positive lead on the fan. Didnt work too well as if you turn the knob a little bit the fan would turn off, there was a burning smell from the knob also....so no it only works with Tt fans
