Hi Keith -
Found a possible solution over at Symantec =
Error: "Cannot run unicode version of Atl70.dll on Windows 95/98 or Me . . . "
Situation:
When you restart the computer after installing Norton AntiVirus (NAV), you see the error message "Cannot run unicode version of Atl70.dll on Windows 95/98 or Me. Please install ANSI version." This error occurs every time that you start the computer.
Solution:
This problem can happen when the Atl70.dll file has been damaged or removed. The file can be removed if you had McAfee antivirus installed and you did not uninstall the program using Windows Add/Remove Programs.
The problem is solved by uninstalling Norton AntiVirus, renaming the ATL70.DLL file, and then reinstalling Norton AntiVirus. Follow the steps in each section in the order listed.

There are several fairly specific instructions on the exact steps you'll need to take, depending on which version of NAV2004 you have (whether standalone, or part of a suite). All the details are over at

Looks like it shouldn't take too long - best of luck, and enjoy your 4th of July
