Is the switch on the back of the powersupply on and set to the correct voltage? Is the power LED correctly connected to the motherboard? Have correctly installed the motherboard? It may be possible that the system is grounded. To figure out whether this is the case, have you tried taking the mobo out of the case and placing it on an antistatic surface hooking up just cpu/ram/video up to it and seeing it if it POSTs?.
