No, the multiplier does not affect the RAM. The multiplier is used only for the processor to determine it's speed in relationship to the FSB.

Keeping the cover off the case may keep it cooler, but I would not recommend it. First, much more dust will collect on the inside of the case on the motherboard and cards. Second, if you have any other fans, like in the bottom front or top back, taking the case off will disrupt the air flow and most likely keep it less cool that with the cover on.
