To make certain, I re did it.
- I removed the check marks in the msconfig startup.
-I removed all mention of Norton-Symantec in the add/remove
-I followed Symantec removal for the other files and used their registry removal download. also searched for Symantec/Norton and removed all files.
-I removed Creative from the add/remove and the other files suggested by their site. inf-etc. Searched for allfiles and removed.
-Removed ATI from add/remove, seached for files as suggested bytheir site
and removed.
-removed ENUM
-removed registry files as found for Norton-ATI and Creative-Sound Blaster.
-Using DOS , renamed config.sys-autoexec.bat- win.ini-sytem.ini
-Did an over the top Win 98 SE install
-When Windows ran for the first time, it put back the registry, ENUN, etc, and refused to boot.
I appreciate your help, and I do not know why it does this. I am about to tell my neighbor I will put back the old MOB or only do the new MOB if he allows a clean install.. and suggest he spring for XP. He did not want a clean install because he no longer has the program disks for some programs.

It belongs to his son in Phoenix, and we were using the fathers MOB as I replaced his with one that would handle the XP Barton 2600, so he was upgrading his son's.
I think that is my plan, unless you have any other ideas to enable Over the top install.
