You can use System File Checker to extract files from your Windows CD.
Go to Start>Run, type in "sfc" (without the quotes), click OK.
Type in the name of the file you want to extract, click the Start button. Point it at your CD drive with the Windows CD in it as the place to extract it from and put C:\Program Files\Outlook Express as the folder to save it in.
Do that for each file you need, changing the path to the folder to save it in depending on what folder the uninstall wizard told you it should be.
