I know this is about Winnt but on windows 98 the widows splash screen which is what shows up on start up and shut down are saved as "logonw.sys (startup screen) and logos.sys (shut down). You can edit these by right clicking on them and use open with: mspaint.

Hope this helps you out.
by the way these files were in the windows directory.
