I think Spartan is right here.
It sounds like the install/uninstall of Messenger Plus broke something ( Isn't that the program with the fancy pop-up window that's still in beta? ).
Pull out your XP cd and do a repair install.
It might be a good idea to drop by the Messenger PLUS! forums and report this in the bug section :
