Question about personal web server

I have apache up and running on one of my other computers, and am wondering if I can get Perl running on it. It is a Windows XP home OS. I wish to have a cgi-bin and such, so that I can develop perl programs without uploading to a 3rd party server.

Also, what benefits would Mandrake Linux offer server-wise over XP? Is it hard to get accustomed to since I am so used to windows. I am fluent in Perl, C++, BASIC/VBScript, Javascript and HTML.
