I would suggest that you learn HTML first. This is not as hard as it sounds! A book that I would reccomend is "Creative HTML Design.2", by Lynda and William Weinman. It walks you through the basics as you design a site. All you need is a text editor (if you are running Windows, Notepad works very well).
Once you have a solid background, then look at the authoring programs. The reason for this is that all of the authoring programs insert all kinds of crud into the code. If you don't know basic HTML, it is very difficult to troubleshoot your code.
Homesite and Dreamweaver are both good programs.
