if it's just the question of protecting the Screensver password and not the OS or the computer then this can be easy achieved by doing followings..

If you have TweakUI for Win98 then click on it's Icon and then select Control Panel check (mark) all the Icons you don't like to have displayed in control panel incuding TweakUI then close it.

In Windows System folder rename the file DESK.CPL to something like DESKS.CPL this will prevent to get to desktop properties , now - everything what has to do with your desktop is proptected to a certain level .. Windows BTW will still be able to access it..

if you need to change your settings then all what you have to do is START > RUN type DESKS.CPL (make sure that it shows \Windows\system Folder)and then adjust your settings

Unless the kids are really some little Hackers -I can assure you that they will not be able to change this - make also sure that you have CLEAR RUN HISTORY on startup marked in TweakUI..

But if you need really a good protection then enabling BIOS password for Both System and SETUP (entering the bios) would be the proper way including locking the computer case at the back with a strong Lock.. Otherwise removing the battery or resetting the BIOS will still allow someone to break into the System..
