Initially, ATi's equivelant was the Radeon X700 XT but they decided to beef it up with the Radeon X800 Vanilla and insert that into the 200 USD price range. Note that this is only PCI-Express version.

As for power supply, I would never risk it - I'd suggest AT LEAST 350W of power especially when you have two hard drives chewing power.
