If is possible for you to boot in safe mode try to uninstall video drivers, and alow windows (on your next reboot) to install windows drivers with found new hardware wizard then if succeseful go to ATI web site and download latest catalysts(drivers).
If problem presists maybe you can try to exchange yours graphic card for a new one.
(Can you check is yours computer able to support the new graphic(I mean do you have enough power) and is yours AGP slot 2x 4x or 8x check all that before you try anything else.)
