60 really isn't that slow at all. My internet is capable of 5,000 kbps, but when I am getting tv shows, I'm happy to be downloading at 40. The rate of data transfer is not going to be the same as the connection speed. Imagine if you have a speed limit of 60 mph on the interstate, but it's 4pm. No one is going to be able to drive that fast, there's just too many other people in the way. Connection speed and actualy download speed have always been far from being close to each other.

Do you have SP 2? I was working on a computer earlier this month for someone that had similar speed problems, and after I spent a few hours doing every update that the person missed over the last 12 months or so, the computer was not only running smoother, but faster also. In applications and also online. Perhaps there are some updates you are missing.
