I had this problem once. It was on an old daytek monitor. It turned out that this big black thing where a whole bunch of thick wires come out had a loose connection on the board so I soldered it back on (this was before I knew that a monitor could seriously injure you). Its probably not what's happening to you though.

It simply could mean that you need a new monitor.
