You can turn off Cool & Quiet in your bios if seeing your CPU fan turning off is freaking you out. Cool and Quiet has other problems relating to overclocking. Cool and Quiet was doing almost nothing towards running my computer any quieter. I turned mine off before I went the watercooling route.
