Try the following -

Uninstall the modem and remove it from the computer. Go into BIOS and disable Com 2. Boot up into SAFE MODE and remove all modems and com ports you find in device manager. Reboot and let Windows reinstall Com 1 and ONLY Com 1. Shut down and reinstall the modem - and it should plug and play and install on Com 2.
