I had a similar kind of problem with my Tv-Out connection, i found that changing a setting from NTSC to PAL fixed this, this was because the UK tv system uses PAL, and the US system uses NTSC. so depending on where you are check that setting.
I found this setting in the driver config page, but i also had to change the tv-out option in my bios.
