The best thing is to put it in the place you think it will get the largest audience. Usually the Apple forum probably gets less, but is more specialized. However, usually I think many look at both anyhow and I imagine the Mac people look at the main forums too whereas less look at the Apple specific. So, if it is something that might be able to be answered by non-apple people, then the other ones are better. If it is Apple specific and has little or no commonalities with Windows, then the Apple is better. (at least in my opinion). This Apple section is more about news and the other is about OS. So hardware questions probably go better in hardware, and software issues in the main Apple section.
