Help with OpenGL?

Okay, what exactly does OpenGL do? and why are all the nVidia cards 1.4 max and alot of the ATI's are 2.0?

OpenGL is an open standard interface, as opposed to M$ proprietary DirectX. It does the same thing - isolates the applications from the hardware.
