Shadow/fading effect in monitor--desktop icons, windows, games, movies, etc. Help!

I just bought an NEC 22" FE2111SB CRT monitor. There is a very unusual shadow and fading effect around desktop icons, borders, windows, movies, games...basically every graphic that is displayed. No amount of configuring has changed anything, and I've tried removing every single wireless device in the vicinity of the monitor, and every other electrical device for that matter (save for the computer itself) with no change. This has occurred with both my Geforce 4 Ti4200 and my old Geforce 2 Ultra. However, I plugged the monitor into my brother's laptop...while the effect was still there, it was noticeably less apparent. I'm completely out of ideas except taking the monitor back, any help is much appreciated.

Right click on desktop > properties > "appearance" tab > effects

Are you getting almost double vision or streaking effects?

did you install the software that came with the monitor. i was having problems with mine until i did, and it cleared everything up

You shouldn't have to install anything for the monitor. Windows installs the drivers for it.

As for video card drivers, you will have to install those off the video card's CD or download them online.

when i bought my samsung lcd, i definitely had a disk that came with it that allowed you to configure everything to the optimum look. colorsync, i think is what its called

This issue was with a CRT, hobey19 ;)

Odin contacted me over AIM and it looked like it was the CRT that was going.
