Okay, I've been working with an old Pentium 200mhz machine for awhile, trying to reformat and reinstall Win98SE on one hdd, and reformat the second hdd for storage. I finally got the first 2gb hdd reformatted w/ Win98SE installed, and everything booted up fine. When I put the second hdd on the IDE cable, jumper the first hdd as master and the second as slave, I can see the second hdd but I can't format it. Let me rephrase that: I can see the hdd in Device Manager, with the device working properly, but it doesn't show up in Windows Explorer, so I can't format it. I know there's another way to see the hdd, but I can't remember!

You gotta partition and format the hard drive from DOS using fdisk and format before Win98SE can use it.

If you have Ghost's utility "gdisk.exe" I'd use that as it's a lot faster then fdisk. If not, just as another alternitive, you can check the manufacture's site as they normally have free utility(s) that will typically do a lot faster job than fdisk, too. I don't mind using fdisk, but it's very slow...

Okay, that makes sense. Is it WinXP that can format a drive while in Windows?

Yeah, you use Disk Management to partition and format the hard drive in WinXP.
