Opening server ports

My hosting company just told me that they do not open non-standard (80, 3306, 22,etc) on the server for
any reason.

The instructions for Computers running Dedicated Servers need these ports open:
UDP: 27015 and 27020 (default HLDS port)

Are those ports included in the ones specified by the host?
