This may sound like a simple question but is it possible to format everything except the operating system for windows 98 and how do i do it?

Well to have an OS on your HD you had to format the drive, The answer to your question is no. Why do you want to "reformat everything but the OS"

its all one partition so operating system is on the c: and it is a 20gb hard drive
Not my pc its my sisters,otherwise i would have partitioned.

I dont understand why you want to reformat the drive because she lost the OS disk?

because the computer is running out of hard drive space and dont have the disk to format and reinstall the o/s

The best way to do it is get a larger HD, Then use Norton Ghost and copy everything from the old HD to the new larger one.

Make sure you have ATA/ATAPI-6 on your EIDE controller if you go larger than 137GB (You can find that info in your motherboard book)

You don't provide any particulars as to specs, details of exact problems, etc. You can get a HD with more space and be off to the races w/o getting a 2nd drive. More details would be nice in analyzing your problem. :)
You don't need Ghost - most hard drive manufacturers have a free cloning utility for upgrading a hard drive.
