ram specs ??

Guys,
I'm looking at getting a new pc built. I'm trying to figure out the ram specs. What is cas latency? What is the timing mean"ie: 3-4-4-8 or 2-2-2-5" I'm thinking that the lower the number the better the ram. Is that right? Which makers are the better ones? I'm building a gaming system with sli and 3500+ cpu. TIA
