I recently removed my old TI4400 from my computer. About a month past of this card just sitting here and my dad decided he wanted the card. I put it in his computer today and noticed that the fan on the card was not spinning as it should. I rebooted the computer so I could watch and see if it tried spinning, and it does on the initial boot up. It spins off and on like its having trouble spining. I tried blowing the dust out to see if it would spin better and no go. I also took my finger and manual turned it, that seemed to get the fan going but at a very slow rate. Could this be caused by dust, power, or some other reason I havnt thought of? He has a 400W PSU shouldnt be a power issue. I am going to try and blow dust out with a can of air and see what happens there. Any other ideas on what may be causing the fan not to spin?

I would just buy another fan, they're very cheap.

Is it not just screwed in? Can you post a picture of it? It should just be screwed in at each corner...

Use a brush and compressed air and make sure it's clean. Then shoot a tiny amount of WD-40 into the fan's motor and bearing area. I have the exact same card and I've had to do that a couple times.
