Start > Settings > Control Panel > Modems, highlight your modem, Properties button, Diagnostics tab, More Info button.
If you don't get a specific manufacturer, give us the ATi 3 and 6 responses, and we'll try to help further.
What, specifically, is the problem?

Boot to safe mode by holding down the CTRL key when booting. Select SAFE MODE from the menu.
Go into device manager (control panel, system), and remove all com ports, and any modem related stuff.
Restart, and go into the BIOS setup (tap the DEL key on booting).
Disable com 2, set "PnP OS Installed" to NO, set "Reset configuration data" to YES.
Restart, reinstall with the correct drivers from your modem manufacturer.
When windows "finds" the modem, just let it choose the correct driver from the CD.
If that doesn't work, let it install as anything, then go to device manager, select the modem, drivers tab, and update driver. Select "have disk", and browse the CD. Windows will find and install the driver for you.
