Can you elaborate on what you mean by "drag down menu"? Also, does this happen only with the new LCD Monitor or with other alternate monitors?

like when i clik on menu bar such as file and a list of items should show up but all i get is nothing but a blank menue i would have to drag my mice over the items listed in the sub menue and once all of the item show up there would be no black out line of the sub menue for the file list. i hope this is what you are talking about. If this doese not help i would like to now how i can post a pick of the problem so i can show it to you guys. Thanks for the help once agian

Next time it happens, hit the "Print Screen" button. Then go into Paint (or Photoshop, whatever you have) and do a Paste. Then save the image as a .jpg on your computer.
Then do an "Advanced" post here (not the quick reply box at the bottom of the page) and go to "manage attachments", from there you can browse and select the image you saved...hit Upload, and then post. Keep in mind the file size has to be under 100k...so if necessary resize the image.

That should have nothing to do with your new monitor. I don't see how it could. Have you tried your old monitor to see if it happens with that one too? I doubt it would make a difference though.
What programs does it happen in? Does it happen in all programs?

Looks like your system is too slow for rapid changes in the video dept.

That makes no sense. The monitor shows exactly what the video card puts out. It shouldn't make any difference whether it's a CRT or LCD.

I don't really know how to say it, that's why it made no sense. For example, if he had integrated video and a slow processor on top of that. Would he not experience slow changes like that on his monitor? I know I've had it happen a couple of times on this computer and other computers in the past.

My old AMD K6-2 500mhz PC can run XP just fine with no problems like this. It's not his PC.

Tell me if this is not strange, well i was on internet tonight checking out the web doing the surfing the useal stuff the all of the sudden the power went out for like mabey less than 10 seconds. Then the next thing i now the problom i have with my moniotor is now gone, but the bad thing is it fried my 56k modem so i had to go out to wal-mart and buy a new one. I no longer get the display i had like the one in picuter but everything works out now.
