do this:
start, program files, accesories, communications, new connection.
also try a reboot and did you set up your router? is this the first time the pc goes on the net?

I checked it, it is enabled. Also the networking icon in the corner of screen has an x through it but the networking lights on the back of my computer and the router lights both show a connection

http://www.snapfiles.com/get/winsockxpfix.html
Right click on the icon that has the X through it, see if "enable" or "repair" is an option. Also check device manager and make sure the network adapter isn't disabled in there.

I would try another cable, i've lost count of the number of new cables that i have used which turn out to be faulty.
