New comp - won't read HD

I built myself a new computer and I tried to use my old HD, but I kept getting the "HARD DRIVE FAILURE - INSERT SYSTEM DISK" message. If I put in the XP upgrade CD(I dont have full version right now) it wont read it, and says there are no hard drives connected. The BIOS can read the hard drive, so I dont see why the disk cant. I figured it might have been my HD so i went and got a brand new one, but the same thing happened. What could possibly be the problem? Could the IDE ports be set up incorrectly? Ive never built a computer before so im really not experienced with this at all.
