it sounds like one of the settings are incorrect and it is going back into the bios so you can correct the problem.
double check the cpu settings, the ram and the chipset settings.
something must be not right.
or you could reset the bios to default and try that, if that works, then finish installing windows and the drivers for the motherboard.
then go back into the bios and tweak any setting you might want.

If the above suggested does not do the trick, please post specs of what all hardware you are installing there and we can delve in deeper to see what may be the problem... OK?
I set bios to optimized defauflts from the start, will try safe default and retry. I am running abit sg72 mobo, wd 80g hd, p4 2g 400bus, ddr3200 512mb, dvd, start with win98, then up to 2000.do not have xp yet. thanks!!!. will update.
reset bios to safe default. at one time went to D:>win98>, tried few commands no luck, started over still going to A prompt.Does DDR need to run in pairs?.

No DDR does not need to run in paris, only for dual channel do you need an exact matched set of modules in the correct 2 slots. I assume you have the win2000 upgrade disk ther and that is why you want to install w98 first. I know this does not help you yet, but when you get to that point you can just run the w2000 disk and do a clean install of w2000. Just keep the w98 disk handy cause it will ask you for it at one point to verify that you have an older qualifying version of windows to qualify for the upgrade version of w2K. You need to strip that PC down to just the necessary components to try to see what is causing the failure. Here is a link to the new build troubleshooter, you may even want to start with this out of the case troubleshooter..

PS:
I'm thinking your problem may be in the harddrive and or cdrom drive and or the configuration of them, (ie. jumpered incorrectly), cause your build sounds like it posts good and gets you all the way to being able to load a disk but then fails whan you try to run it. To clean install just from the w2K cdrom you'll just need to boot from the w2K cdrom and it will launch the installation program for you.
rechecked drives everything looks good, still no luck in boot to win. I am lost, no way to load mobo from dos. ordered pc build cd from pc mech will try??????

Please post the complete system specs for this computer. List the parts by brand and model including the power supply.
What kind of hard drive are you using? SATA or IDE? If IDE, what is the jumper set to? Master, slave or CS (cable select)?
How is the jumper set on the optical drive?
What kind of IDE cables are you using? 40 wire or 80 wire? If 40 wire the drive jumper needs to be set to master or slave. If 80 wire then the drive jumper needs to be set to CS (cable select) with the blue cable connector to the motherboard, black connector is the master and grey connector is the slave.
