There's a good bit involved in doing that, but it is most definintely something that you can do.

Do you have a video card or capture card with A/V inputs? You can check out http://www.videohelp.com/ for great info, tutorials, and downloads as well.

The basic steps start with the capture card as Kov-Ice mentions. You play the tape and capture it into your computer. You then edit the capture if necessary, like remove "foot shots." You then author the edited movie and burn to disk. These step can be done with all-in-one packages like Nero or Roxio (most likely supplied with your burner) or stand alone programs.

I would recommend capturing the VHS to your computer with the freeware Virtual VCR. It will create an AVI file. After that, there are several programs that will turn that file into a DVD. I use the payware, DVD Santa. It seems to do a better job of keeping things in sync.

But if you are thinking of doing a lot of VHS tapes, you may want to consider getting a stand alone designed for that. Converting can be a process. But the stand alones will do a better job by going directly to DVD; therefore doing a high a quality as possible.
